Just finished our SQF Audit with Costco Addendum, and were flagged for our HACCP Coordinator not having HACCP training within the past 5 years, but the HACCP coordinator has a PCQI cert within from 2022. Is this a valid finding? It was cited under SQF 2.1.2.1.1.1.

It's specific to the Costco code, they have a 5yr HACCP maximum training cycle requirement.

 

ETA: I see this is updated in the 2023 code to specifically include PCQI as well.

 

What is the wording of the NC?

 

Having not met a customer requirement will likely be a minor under a couple different SQF sections.

PCQI and HACCP training are different. Even though the FDA doesn't require HACCP training, SQF does. 

Not sure about the Costco code

The element it was listed under is

"Senior site management shall prepare and implement a policy statement that outlines at a minimum the commitment of all site management to:

i. supply safe food

ii. establish and maintain a food safety culture within the site

iii. Establish and continually improve the site's food safety management system

iv. comply with customer and regulatory requirements to supply safe food

The policy statement shall be

v. signed by the senior site manager and displayed in prominent positions

vi. effectively communicated to all site personnel in the language(s) understood by all site personnel"

 

Evidence listed:

"HACCP Coordinator's HACCP training cert was from 2012"

 

The HACCP Coordinator is the same as last year, and this was not a finding last year. They had PCQI training in 2022.

The Costco requirements say HACCP or PCQI... which is very confusing.  It didn't come up in our GAP audit because we are within the 5 years, but I'm definitely going to ask for clarification during our next audit. 

 

HACCP/Preventive Controls

 ● All food operations must be operating under a food safety management system that includes a HACCP or Preventive Controls plan.

 ● Primary packaging manufacturers must be operating under a quality management system that includes a risk-based control plan.

 ● The person(s) responsible for the HACCP or Preventative Control Plan must have adequate HACCP or PCQI training. The following may be acceptable to meet the training requirements.

  ○ HACCP - Virtual/online or In person HACCP alliance accredited certification

  ○ PCQI - Virtual/online or In person FSPCA accredited certification

  ○ Demonstrable training through related studies (e.g. formal education)

 ● HACCP or PCQI training certifications must be current within 5 years.

  ○ Individuals that are certified HACCP or PCQI trainers that maintain their accreditation with HACCP alliance or FSPCA will be considered current.

Was the 2022 certificate for PCQI training provided, and was the training accredited by FSPCA? Even if the PCQI certificate is current, if it isn't an FSPCA-accredited course, it would not meet the training requirement for Costco that Lynx mentioned above.

Yes, it was a FSPCA PCQI cert and it was shown.

 

I also find in a copy of the Costco Food Safety Audit in section 4.1.1 "At least one member of the team has a HACCP Alliance accredited certification current within 5 years" meaning the back up SQF Practitioner's cert was also valid (the auditor wouldn't accept it because they aren't the HACCP Coordinator).

 

I'll continue to re-read the codes, but I think we might petition this finding. Thank you everyone.
