Regulation (EU) No 1169/2011 of 25 October 2011 on the provision of food information to consumers only states that ''Food business operators that supply to other food business operators food not intended for the final consumer or to mass caterers shall ensure that those other food business operators are provided with sufficient information to enable them, where appropriate, to meet their obligations under paragraph 2.''
