Currently working with a customer who wants country of origin labels on cases containing metal tins which contain sealed finished products. All of our food is manufactured in America with ingredients purchased in America. The potential problem is the metal tins were manufactured in China and, as required, have a made in China sticker on the bottom of each tin. I'm trying to determine how best to handle this. Would a label that states something along the lines of "Finished Goods Manufactured in U.S.A" or something similar be appropriate? Would it be safe to roll with the Made in USA claim despite the tin having made in China on it? The finished product is contained inside a sealed pouch and the pouch is placed inside the tin. The tin shouldn't have any impact on the food and only acts as a container for the food contact container inside.

You could state:  "Product made in the USA, tin imported from China."  We currently use tins (sounds like a similar packaged product too!) and this is the same descriptor on our packaging.
