Are fiberglass type panels allowed to be used as an insulation material in a cold room?

For the most part, all surfaces should be non-porous and cleanable.    Insulation is usually covered or otherwise encased so that the area can be adequately cleaned.

It would depend on how it made. In general yoy need shatteroroof, non porous and easy to clean surfaces.
