Cream Grade A designation ?

Hi all, we receive heat treated cream from a sister plant... USDA didn't like the cream in referred to as "Grade A Heat Treated Cream".
So heat treated cream (not pasteurized) is not considered Grade A ?
If anyone can refer me to a specific page or section on the PMO 2019 that would be greatly appreciated!

Is the cream produced from Grade A milk?
Yes it is from Grade A Milk
