I wish to know whether salt should be declared on list of ingredients as per Codex requirements?
Is there any threshold (% ingredients) which need not declared on packaging?

It depends on national legislation. If you mean Codex Alimentarius, the commission does not regulate national food markets. Codex Commission prepares food standards for international trade.

Unless the salt is a carryover from an ingredient, and was added as a processing aid that no longer serves a technological function in your product, then I believe you'd need to declare the salt.
The Codex labelling standard is very brief compared to most national labelling regulations, so doesn't really include much scope for exceptions other than the above, and one point on composite ingredients where a threshold might apply.
