Phytosanitary Requirements for Food Important?

My company is partnered with a food manufacturing co-man in Bulgaria.  Recently I was notified that they need to know what the Phytosanitary Certificate requirements are for importing our products to the US.  I have done research but I am not sure that I am pulling the right information and was hoping someone could help clarify. Is a phytosanitary certificate required from the USDA if the product is a finished food that has undergone a process to eliminate pests? Does the FDA also issue or require phytosanitary certificates or does it only require prior notice documentation for food imports to the US? What would be the best resource to find this information so I can send it to my co-man? Thank you in advance to anyone who answers.  Your expertise is greatly appreciated.
