Product Grouping and Cross-Dock

Hi all! I work for a distribution center that owns the refrigerated avocado-based items, dairy-based items, and salsa items that it stores.  To my understanding, I will need three separate food safety plans because there are three different categories of food. The dairy-based items consist of queso and sour cream/cream cheese dips.  Can I group those together? We also cross-dock produce for a grocery store.  Will I also need to write a plan for cross-docked items?

From what I can tell, yes, you can do groupings.
