Likely depends on (a) how you define SOP, (b) what you are actually doing and, if relevant, (c) any associated Standard/Legislation..
I note you have posted in iso22000 forum so -
ISO suggests, within a context of Food Safety, to implement PRPs primarily based on iso22002-1.
Plus the Procedures required for iso22000 (some will overlap iso9001 + (additionally) iso-haccp)
PS - Different approaches to iso-haccp may give a small or large number of OPRP related Procedures also.
