This is a very broad question!
Factory drawings etc will be particular to your site. Given the scope of the unknowns, unless you have the relevant in-house expertise then you may benefit from bringing in a consultant to assist with the specifying, sourcing, commissioning etc for the new site?
Equipment manufacturers are often happy to help to an extent with advice on suitable kit (keeping in mind they want to sell it to you ) so it's probably worth getting in contact with appropriate local specialists as a start.
How much do you want to control the formulation? A lot of cola products on the market are simply sourced as compounds from the big flavour houses, and the bottler just adds a set amount of water, carbonates, and bottles. This is a lot simpler than developing a recipe yourself, and produces some quite acceptable results - really the only reason not to take this approach would be if you have a particular recipe of your own with some sort of unique features. Again I'd get in touch with the relevant suppliers in your region and they'll usually be able to send out samples of different recipe options etc.
