Background checks for employees, contracted, and temps included

I need help again trying to figure out the possibilities to satisfy this
"Background check procedures shall be defined and implemented for all personnel, including but not limited to contracted, temporary, seasonal personnel as part of the new hiring process. Criminal background checks are not required."
So it's from the NSF GMP certification for Dietary Supplements. It notes that Criminal background checks are not the only solution. Noting that there must be some "background check procedure" for contractors and temps, what is the answer to this request?
What have you professionals seen implemented in the field to satisfy such a request?

A questionnaire would work. So for example - have you ever been convicted of a major felony, etc. You can find these on the internet. We also require a drug test before starting. This could be part of it as well. For temporary employees - we work with agencies. If you do this as well - check with them and what they require.
One question to ask - if they've ever been fired/convicted of certain types of fraud/stealing from a company. So questions relating to keep your product safe. In the US, you can't work in some industries if you've been convicted of certain crimes. For example if you've stolen money from the elderly and have been convicted - you can't work in a nursing home.

We work with the agency supplying the temporary labor and require that they run the appropriate checks. The employee is the staffing agencies employee and theoretically they work for them for an extended period of time while they may only be at our site for a limited amount of time, sometimes as short as one day. It would be cost prohibitive and unrealistic for us to run full checks on all temp. labor. This is part of our agreement.
