Role of Finance and Accounting and Document Controllers in Food Fraud

I am newbie in food fraud assessment. I'd like to know what are 

the possible roles of Finance and Accounting and Document controllers in FOOD FRAUD

Assessment .

What assessment can these two department  contribute in FOOD Fraud?
