Propane forklifts or PIT what are hydrocarbon emission limits?
What are the specifications or limits? Do they vary by state? I'm in SC. SQF doesn't state the limits or specifications, just says, "hydrocarbon emissions must be controlled and operated in a manner that does not cause damage to product and equipment."

No, SQF does not states specs. General rule if you have forks and other inside equipment being run on propane or other fuel expect an issue come audit time. A couple of our clients have written up risk assessments to show no impact and that worked, but most changed over to electric.
Its better to change over to electric fork lifts. In my previous company also had same issue, we were using LPG forklifts inside and diesel one outside. They all changed to electric just to avoid air contamination in the factory/premises
