CCP's for a co-packer of pre-packaged bags of chips?

We are a packaging and fulfillment company that only takes small pre-packaged bags of chips and puts those into a larger bag for a variety pack. The packs then go into boxes and are palletized. 

I cant seem to really identify any CCPs. Any help would be appreciated.

If your Hazard Analyses can't find any hazard that can be controlled by a CCP, then you don't need a CCP.

Not all haccp plans have CCP's, if there are none, well, there are none.
