Exams, tests, quizes of those being trained. Observation of trained employees is another one.

Short term - test, questions.
Long term - observable results. For example, if you have a specific training session for hand washing and PPE, you could look at results data from internal audits, QA reports etc before the training, and then compare with the results and observations post-training (accounting for other factors of course)

number of NCR and customer complaints would be good indicative measures
