Answer relates to (Kenya's) MDI for Iron and limits for metallic contamination.

 

So probably both if there is a lot of it and the filings are large enough.

 

It could additionally be regarded as adulteration.

The USDA regards anything between 7 and 25 millimeters to be a choking hazard, so unless the filings are very large they are not a physical hazard. They would still be an adulterant since they are doubtless not listed on the ingredient statement.

It could be both. When iron react to oxygen and becomes rust could be a chemical hazard. But it depends the quantity of iron filings that mixes with your product.
