HACCP Plan for baked pet food dog treats

I am trying to find information to put together a HACCP plan for baked pet food treats.  I cannot find any information to conduct my hazard analysis for the ingredients in this product.

 

Does anyone have a sample plan that I could look at for reference?

 

Are there sources of published literature that spell out hazards associated with various kinds of ingredients i.e. citric acid, potassium sorbate, pet guardian, paprika oleoresin, high gluten flour etc.?

The FDA has a guidance document on hazards associated with several categories of ingredients for human food. This might be a good starting point although I'm not sure how all these hazards apply to pets. I've heard that FDA investigators are using this document when they are visiting human food plants.

Set the bar high.  FSMA looks to me like you are now at the same standards as human food.  If you decide to back down on any criteria it will need solid documentation and verified, valid controls.  I imagine your HACCP will look like many human cookie companies would.
