Hi bhupendramane,
Please inform the SQF clause location stating 18in ?

I haven't checked the latest 2014 versions as to whether same comments prevail.
Is the difficulty due to lack of space, or employees not following procedure?
If it is the employees, you can put down markers (lines on floor, metal guards, etc) to show where pallets should go. If it is space, that can be a problem. Options to look at may include expansion (which may not be possible), third party storage, just in time ordering of supplies, and shipping finished product out as soon as possible.
When we were renovating our warehouse, we rented a trailer to sit in one of our docks and used it as storage. Make sure the trailer is secure and suitable for the purpose.
Lack of space is never easy to deal with. Best of luck in working this out!

We have gotten by with +/- 12" for several years. Just as important as the 18" is that the area be EASILY accessible and clean. The main purpose it seems is to be able to check for rodent activity. If the inspector can do that easily, he may not notice (care?) that it's only x inches.
One option could be - daily inspection and cleaning of pallets and surrounding area- Where you could not maintain 18 " perimeter.
