MOP 19.7.4.3

Looking for some help, I'm stumped. Some of the hocks are being cut short. The MOP says "Where the legs are short cut during feet removal, i.e., the cut is made through the tibia above the hock joint, no action is required unless there is visible contamination of the area." now CFIA is saying that we have to prove that there isn't any visible contamination? How am I supposed to do that? And more importantly monitor it?
Thanks for any input

Hi scampi,
Which species in yr menagerie does this refer to ?
hocks, MOP sounded like horses ?
PS - I just noticed the tag, MOP = Ministry of Poultry ?
addendum - apparently MOP = Meat Hygiene Manual of Procedures
MOP = meat manual of procedures, but I'm referring to poultry Charles
