Try the following for validation of visual inspection:
Intentionally adding some foreign matter and verifying whether these can be detected manually or not
Additionally - for monitoring of the process - eye test of persons , rotation, validation of fatigue level

Visual inspection is validated based on what you are going to inspect in product. Intentionally add min size particles you wanted to be removed from line and track down is it being rejected? Out of all workers, how many can reject that min size particle? A single worker can detect how many incidents in case of intentional additions?
As a general rule:
Human eye can inspect only 150 pcs/min maximum
Max stamina of a human worker is 15 min concentration on visual inspection
You have to check what size of particles you wish to be caught during visual inspection.
